Personal liability for wrongful conviction and execution

Here's a new one. According to this story from Focus Taiwan, a Taipei court has ordered former military officials (including two military lawyers) to reimburse the government for the compensation it paid to the mother of an airman who was wrongly convicted and executed for a brutal murder. The article notes:
Airman Chiang Kuo-ching was originally found guilty of the rape and homicide by a military court after being tortured into confessing. He was executed in 1997 at the age of 21.
After Chiang was vindicated in 2011, a military court awarded NT$103 million in compensation to his mother Wang Tsai-lien in October 2011.
Since the six former military officers refused to reimburse the ministry for the compensation paid to Chiang's family, the [Ministry of National Defense] filed a civil suit against them in April 2012.
