Mexico and military justice: will the new law be enough?

The background of the legislation that recently passed the Mexican Senate and Chamber of Deputies is summarized in this article by Rafael Castillo. The spotlight thus far has focused on preventing impunity for crimes with civilian victims. There's another issue looming that has received less attention:
Daniel Joloy, an analyst for Amnesty International, told VICE News that the biggest unresolved issue in military justice is that military disciplinary forces will still be in charge of judging the personnel who violate the human rights of fellow military personnel.
