The Sinclair case and reform legislation

Richard A. Oppel Jr. has this article in tomorrow's New York Times about the interaction between the general court-martial of Army Brig. Gen. Jeffrey A. Sinclair and reform proposals pending in the United States Senate. The article notes that former UK Director of Service Prosecutions Bruce Houlder CB QC DL "took the job after the British government removed decisions over the charging of serious military crimes from the military chain of command. He said fears that were voiced by some lawmakers back then — which he said echo those now being raised in Congress — have proven unfounded."
